It depends on age and what failed. A bad thermocouple, element, or valve on a heater under about eight years old is usually worth repairing. Past ten years, or if the tank itself is corroding and leaking, replacement is the smarter spend - and we'll size the new unit right and flush out the hard-water scale that shortened the last one.
